Every year on the 27th of February, the day of Boris Nemtsov’s death Russia hosts Nemtsov readings. “European Dialogue” Expert Group held them twice: in 2017 and 2018. At recent readings experts, politicians and social activists explored the reasons of failure to establish the rule of law in the Tsarist Russia, USSR, and more importantly in post-Soviet Russia. What are historic, political, social, and cultural reasons of this failure? What has to be done to go from a state of lawlessness and the code of underworld to a country, which is governed by law, respect for an individual, and principles of human rights?
